How did it get scratched?

If its crackling then id probably say the voice coil has jumped out of place, or has been knocked out of shape.

When the sub is off, and you push on the cone and release it (do this softly) can you hear a scratching noise? If you can thats the sound of the voice coil rubbing on the magnent.

This is bad.

No easy fix unfortunatly.

Well if you cant hear the noise then that would suggest that the voice coil is still seated properly and that isnt your problem.

Id say noise, bad connection, bad amp... but as kranzy said.... if you cant feel/hear the sub scratch or rub when its not powered... then it may be electrical the problem, not mechanical.

is it a dvc? if so you need to reverse the polartiy on one of the voice coils to fix this.

The scratch shouldn't affect the sound as long as the cone is still intact.

As the others said, feel for scraping when pushing the centre of the cone straight in.

Could be one of the windings coming off the very bottom of the voice coil bobbin. You won't hear it by pressing the sub in manually, you will only hear it when playing music etc. Usually caused by bottoming the voice coil out onto the back plate.

Sub is pretter much borked, either recone or bin it.... or take it to cashies.  :o 8)
