well the list you have there is rather small really. it shouldnt cost you more than a few hundred dollars. if the car is in good nick, replacing that stuff is far cheaper and easier than buying a new car.. but if your car has other major issues, then maybe it is time to look around? but then that depends on if you can afford it or not. i've found that prices of cars have either remained steady and some prices have even increased over the last few years! so if your budget for a new car isnt huge, you might end up with something worse than you already have.
i dont really think people can give a flat out yes or no, because ultimately its not their car, not their money and arent aware of the overall situation.
