I sincerely doubt it. If there were any problems with the shocks not being able to handle the shortness of the springs, I think you'd notice it more on massive bumps where there would not be enough travel in them. Therefore it would hit the bump rubbers a lot qiucker than shocks that could handle the lower springs (in theory). When I bought my low springs and shocks (together) the GT Gas strut assembly did not rise up any higher than the stock u12 unit.
I would blame this problem more on worn shock absorbers or incorrect wheel alignment. You also need to make sure the tyres are always properly rotated. My brother's u13 has no problems, and he has lowered springs and stock shocks.
